The price of liquefied petroleum gas (LPG) has gone up for a second month. For November, the Bangladesh Energy Regulatory Commission (BERC) has raised the price of a private-sector 12 kg LPG cylinder by Tk 223 to Tk 2,060. The new price took effect at 8pm on Monday (2 November). Private LPG now costs Tk 171.68 a kilogram.
BERC said the adjustment reflects higher international prices for LPG feedstock and higher commissions for importers, dealers and retailers. For November, Saudi Aramco set propane at $720 a tonne and butane at $780. At a 35:65 blend, the average Saudi contract price comes to $759 a tonne; shipping costs, trader premiums and the dollar exchange rate were also taken into account.
The final price is higher than the one proposed. On 29 October BERC's technical evaluation committee had proposed raising the 12 kg cylinder from Tk 1,837 to Tk 1,976. In October the price had been raised by Tk 252 to Tk 1,837.
Commissions rose at every stage. For a 12 kg cylinder, the importer's storage and bottling charge went from Tk 200 to Tk 281.76, the dealer's commission from Tk 50 to Tk 85 and the retailer's from Tk 45 to Tk 70.
A 12.5 kg cylinder from the state-owned LP Gas PLC is set at Tk 1,860. Autogas costs Tk 91.95 a litre. Private LPG supplied by reticulated systems costs Tk 165.85 a kilogram as liquid, Tk 36.85 a litre as gas, and Tk 368.50 a cubic metre.
Complaints that LPG cannot be found at the official price are not new. Late last month, during a supply shortage, cylinders priced at Tk 1,585 were reported selling for Tk 2,200 to Tk 2,500 in some places.
